Paraguay is one of the smallest and least developed countries in central South America. But Paraguay has substantial diplomatic influence and capability throughout the continent and world anyway. It's non-coastal between Argentina and Brazil. The government recently signed an agreement to cooperate on security with the United States in December 2025. Paraguay previously aligned more closely with Venezuela and Cuba.
The government has similar traditional values to the United States and ultimately aligned the foreign policy with the Trump administration. The government seeks friendly and improving relations throughout the continent and world. But Paraguay’s foreign ministry also explicitly said the agreement is to “confront jointly” organized crime and drug trafficking, and includes training, humanitarian assistance, and broader work against transnational crime.
